. BITS do not make any difference between MS degree awarded off-campus or on-campus and both are considered as equivalent. It has world wide acceptance. Hence after completing the MS degree one can apply for PHD in any institute of higher education.
In the MS degree awarded by the BITS, mode of education(off campus/On campus) does not appear (This point might be a concern for few aspirants ). As the program is meant for working professionals hence there day to day part of work is assumed/considered as fulfilling the practical aspect required to award the degree. Part B - General. There is no concept of supplementary exams in BITS. Hence, in case if some one has 'E' grade or RRC (Request to repeat the course) in any of the course in any semester then one has to register for that course in the next semester.
It means extra course along with the regular courses of the next semester. Before the final(i.e 4th) semester one must not have any 'E' grade or RRC for any of the prior 12 courses(i.e all the courses of three semesters). In other words, one must pass all the 12 courses before commencing Dissertation work in final semester. Most important point, min.
Bits Off Campus Programs
CGPA of 5.5 will be require for successful completion of the degree. I hope all these points may prove helpful to you. @Anuj: For the first part of your question answer is - It depends upon Industry/organisation to industry/organisation.
Some do consider it while some not at all. Just to give you more inputs, some public sector companies too have tie ups with BITS pilani for the same cource which looks credible but companies like TCS says course must be full time! Coming to second part of your question- Regular generally means full time with in campus. In case of BITS pilani they claim to run all the courses regular and not part time. With off campus they means outside the territory where university is situated. So even the off campus student of BITS pilani gets a degree as any 'regular' student studying in BITS pilani at Pilani gets.
@Anonymous and @Ajit: 1) Yes it is not approved by DEC-UGC-AICTE beyond some year, exact year not remembered. Though it is in context of jobs eligibility in central government only. This does not make this program illegal as far as my understanding. Reason being simple, An autonomous institute can have its own degree program. 2) This non approval by committee thing, is due to stand off between BITS Pilani and UGC over the name of degree!
Yes UGC says make the name of degree as - ME but BITS says we want to continue it as MS. 3) Point 2 is based on the fact that I went through the minutes of meeting of DEC in which they were of the opinion that till UGC and BITS Pilani come in accord they will not approve the course of the purpose defined in point 1. Secondly, I had the interaction with BITS Pilani, Off campus coordinator.
He also said the same thing 4) Admissions in PhD, Recognition of degree in jobs and institutes are on discretion of applied institute or firm. 5) I know few people who completed their PhD after MS off campus, through IITs. 6) I appeared in few companies interview and had mixed responses. Some companies do not want to include part-time/off campus studies for making their recruitment decisions. While some do!

Virtual contact hours via internet means. If I go some time back when these courses were approved by DEC-UGC-AICTE i.e till 2007-08.
At that time BITS were operating it under Distance Learning Program division. But now they have changes the name of their division, I believe. Coming back to you question - 1) If this degree is considered as Distance learning by central govt then - Its is not fulfilling the criterion for Central Govt jobs. As this is not yet included in approved list of degrees in DEC-UGC-AICTE approved list.
2) If it is considered by central govt as regular degree as BITS considers it(in degree they mention it as regular student and only in transcript they mention pedagogy as 'off-campus') then one having this degree is eligible for Central Govt. 3) Yes, a deemed university can have its own degree and doesn't come under purview of AICTE at all. Though UGC can. 4) So right question to ask to UGC is whether this degree considered as distance learning or regular. If distance learning then is it approved? I think if it is the later case then answer is NO. Hope this is clear to you now.
@Becky I would say guidelines and not restrictions. Guidelines are somewhat same as it is in any good university and close to UGC norms for Ph.D.
It demands for - 1) Novalty in term of idea/presentation of concept etc. 2) Topic must be approved by BITS. For second part of your question - BITS ask to compile your field of study in Dissertation.
So whatever study or work that you will do should have something new to add to the state of art of the knowledge. No to plagiarism! So if the study or work result is of nature which produce some piece of software/application, then it should be well documented and within the guidelines for compilation of Dissertation. So, there are most of the courses that are only available in Collaborative mode and not in individual capacity. It makes some sense as well because some courses need specific facilities to be available for its completion.
That can easily be available with a company (in collaborative mode) but not possible in individual mode. In best of my knowledge, only following programs are available in individual capacity for MS. And you can ask queries and discuss online and offline both with BITS off campus faculty assigned for a subject. I believe they have very good online system available for this purpose comprising everything that a student may need. Like - Schedule, announcements, extra notes/exercise/assignment downloads etc. Load of having internet, computer, software for online lectures is to be borne by students. For Collaborative mode its bit easy as such extra loads are shared by the collaborating organisation.
In both the case there will be some hours of contact session either through online or personal (In some collaborating mode its the advantage). These days almost all courses have assignment component.
In my personal view the level of exams and assignments is high in WILP individual mode. @ Divya Khurana: Divya this question has been coming up frequently and I have answered it some of the times as well. You may like to search it in my blog somewhere in comment sections. My understanding is based on research that I did on it in 2010 - 11 &2012. BITS WILP course is not considerable for central government jobs.
Because gazette notification clearly says that such program must be an approved obe by combined committee of UGC-DEC-AICTE. Unfortunately this committee does not have approved it post????( will update the exact year later on after confirming. But certainly this year is less than 2010). I have 2 simple questions, please see if you can help: 1. Is the MS degree through WILP itself valid considering UGC doesn't recognize it as per 'degree nomenclature'. Probably UGC means MS should stand for Master of Surgery & not for MSc. Just for knowledge please let me know which IITs & foreign universities accepted MS for PhD This will give confidence in applying to MS.

Well, to clarify further If your degree is not approved by curent DEB under UGC and esrstwhile UGC-AICTE-DEC and separately by AICTE for engineering,management and technology programmes, you are not eligible for higher studies as well as public sector job including teaching BITS is example of how a reputed and renowned institute becomes greedy and opens so many centres and distance learning programme. There would not have been any difficulty for BITS to apply for DEB recognition but it opted not to do so.

Degrees awarded by BITS, Pilani are Higher Degrees offered through Off-Campus Work Integrated Learning Programmes and are equivalent to the On-Campus Higher Degrees of the Institute such as M.E., M.Pharm. The holders of M.S./MBA/M.Tech.
Degrees are eligible to seek admission to Ph.D. Programmes of BITS, Pilani. However, the requirements for admission to particular PhD programmes in other institutions are decided by the respective institutions. The Work-Integrated Learning Programmes (and more generally all degree programmes of the Institute) are designed to improve and develop the skills of the students and enable their career progression.
However, the eligibility for recruitment to particular positions in any organization is decided by the respective recruiting organization. Though I can notice that BITS is now awarding WILP degrees with other names (M.Tech.) earlier they were awarding MS degrees for master level.
As per my understanding it had been the long standing issue between UGC and BITS. UGC had asked BITS to change the off-campus degree name before providing approval to such programs. SMRITI ZUBIN IRANI ) (a) to (c): Institutions Deemed to be Universities are regulated as per the provisions of University Grants Commission (UGC) (Institutions Deemed to be Universities) Regulations, 2010 and its amendments from time to time. As mandated under the UGC Guidelines, 2000 and now the existing UGC Regulations, 2010, these Institutions are required to take prior approval of the Government of India (Ministry of Human Resource Development) to start/establish Off‐Campus Centres. BITS, Pilani is a Deemed to be University established under Section 3 of the UGC Act, and is therefore empowered to conduct educational programmes and confer degrees that are specified under Section 22 of the UGC Act. No separate permission is required for this purpose. In the context of the recent Public Notice dated issued by the UGC, on Professional Courses in Engineering & Technology through ODL mode, we would like to provide the following clarifications.
The Work Integrated Learning Programmes (‘WILPs’) of BITS, Pilani are different in spirit and pedagogy from traditional Open and Distance Learning (ODL) programmes. It is a partnership / arrangement between BITS as a University and the collaborating organization, whose ultimate aim is to build competencies and to attain advancement of technical workplace skills. WILPs cannot be categorized as an ODL programmes due to the reasons stated hereunder: Enrollment is permitted only to suitably qualified, employed professionals having specified educational qualifications, with adequate and relevant work experience, to programmes that are closely aligned with their work profiles. Enrollment also requires endorsement of the employer, and a commitment from the employer to provide necessary support (including that of a qualified mentor) and facilities to enable effective work integrated learning. The rationale for permitting only qualified employed professionals to enroll under WILPs alongwith the consent from the employer is with the objective that the skill and knowledge enhancement attained by the employee through these WILPs would ultimately benefit, add value to the organization and increase productivity. A judicious combination of synchronous and asynchronous modes of instruction is used, for regular and effective interaction between the students and faculty members, to maintain the necessary academic rigor and standards of instruction.
WILPs are characterized by person-centered approach with the same rigor and standards at par with the on-campus system of education. There is no replacement of inter-personal communication of conventional classroom based education since most WILP courses are conducted in a manner akin to actual classroom teaching through a combination of onsite lectures as well as online lectures through video conferencing ensuring two way communication between experienced and practicing professors of BITS and students. The pedagogy of WILP is based on the successful and established methodologies followed by BITS for on-campus education system without compromising on the duration of the programme, methodology of study, assessment and programme completion requirements which are comparable to programmes offered in regular mode on campus. All the programmes under WILP follow a credit based system at par with the on-campus education system.
For each WILP course there is an instructor who is a BITS faculty responsible for conduct of the course as well as a qualified mentor (being a senior professional from the student’s employee own organization who agrees to act as a mentor and a resource person for strengthening work-study integration) at the work place to provide structured guidance to the employee for the duration of the programme, which infuses a strong component of teacher-student interaction.
